;Context
  • The Sahrawi refugee camps located in Tindouf (South-West of Algeria) have developed over the past 45 years into semi-permanent settlements with a full array of public services. The refugees are distributed in five camps, with their distances given from Tindouf city: Awserd (35 km away from Tindouf), Boujdour (25 km), Laayoune (10 km), Smara (40 km), and Dakhla (180 km). The camp administrative structure is organized, up to neighbourhood level. There is peace and social stability in the camps, and Sahrawi refugees live in peaceful coexistence with local communities in Tindouf.
  • Tindouf region does not enjoy surface water resources, and the only source available has been from the underground aquifer in the form of boreholes. Before its distribution to the refugees, water is currently treated by two reverse osmosis plants (one is located in zone 1 ’Layoune and Ausserd camps’’ and the second in zone 2 ’Smara and Boujdour camps’’. Considering only the high conductivity of water produced in both zones, the two reverse osmosis plants were installed in 2002 and 2010, without much consideration of their operation cost over time.
  • Water is distributed to refugees with two mechanisms: a fleet of water trucks and a water distribution network. Currently, SIA in collaboration with other humanitarian work to extend the water distribution network in the five Sahrawi camps, and the focus of the work proposed in this position will include field verification and monitoring of the water distribution extension work being started following recommendations from a technical study developed in 2020.
Who we are and what we do? Solidaridad Internacional Andalucía (SI-A) is a Spanish NGO that supports the Saharawi Refugee population in Tindouf camps since 2002. SIA, contribution is through the delivery of Humanitarian assistance projects in order to guarantee daily supply of potable water to all Sahrawi refugees living in the five camps in Tindouf, Algeria.
  • Over these years, SI-A is working in close collaboration with various WASH actors present in area including UNHCR, ECHO, AICIED, WASH INGOs, and the Ministry of Water and Environment of the RASD present in the camps.
  • Following step forwards and recommendations from the 2019 WASH strategy and Multiyear plan to improve the water supply system in the Sahrawi camps. A technical study has been developed in 2020 to extend the water distribution in the five camps, and the 2021 SIA’s WASH project includes the installation of a water distribution network in one camp.


Mission :
 Job Purpose
  • The Project Manager water quality monitoring (Master / or Engineer) will be conducting field activities and at least 50% of his /her time will be dedicated for managing the Water Quality Supervision tasks in the camps, digitalizing of monitoring tools and reporting.
  • The main objective of this position is to ensure that the monitor the quality of the water produced by the aquifer and distributed by the network in the camps.
  • The supervision of the aquifer quality must be carried out in accordance with the recommendations / instructions of the donors’ experts as well as the orientation of the guidelines of the Water Resources Department in Tindouf (DRE).
  • The supervision of the aquifer quality should be taken in the account the minimum standards of the host country as well as the WASH Sphere standards during the establishment of the planning and its field interventions.
  • The Project Manager water quality monitoring must observe, analyze and interpret (comment) the results to make the right decisions in time to correct and adapt disinfection and the dosage of chlorine in the water distributed.
  • This in aim to rationally manage the exploitation of the available aquifer, any change should be analyzed and documented, in a manner that would guarantee timely decision making and ensure minimum quality required as well as prepare all required information to be shared externally for donors, and stakeholders and internally for proposals and reports.
Job Responsibilities 
  • Duties:
  •  Conduct filed monitoring and visits to facilities in the camps (Boreholes, tanks, and water treatment plants, etc.);
  •  Develop data collection and verification tools to facilitate the monitoring work in the field;
  •  Establishment of the planning to collect the data of the water produced in the camps;
  •  Follow up the collect operations of the data of the water quality;
  •  Supervise the use of the tools and chemical products needed to the chemical analysis;
  •  Follow up with WASH Engineer and Laboratory staff (s) the water distribution by the network in aim to plan;
  •  Monitoring and control of the quality of the aquifer as well as the water distributed in the 5 camps.
  •  Elaboration of the reports of the results of the physico-chemical analyzes, carried out by the Sahrawi laboratory,
  •  Elaboration of the reports suggestion according to the results of monitoring of the aquifers, carried out by the technical staff of SIA.
  •  Conducting a weekly review of the water quality stream to identify data quality issues, and suggest appropriate solutions to these identified issues,
  •  Prepare weekly reports on achievements;
  •  Work closely with SIA Engineers and the regional Direction of the water to analyses and propose alternatives of the faced issues;
  •  Capture all monitoring and supervision data derived from monitoring forms compiled by Aquifer supervisor and use it to prepare required information, situation analysis reports;
  •  Prepare data and information demanded by internal and external actors;
  •  Provide data for the situation report on WASH activities progress update;
  •  Record lessons learnt and actions taken accordingly;
  •  With the help of the Head of the project, track activity plan and aligning it according to donor funding;
  •  Prepare a list of the consumable and means of the laboratory to monitor the water quality of the aquifer,
  •  Carry out any other duties assigned to him/her by the team leaders.
  • Technical: 
  •  Take part in assessments and identifying key evolution priorities of the aquifer;
  •  Ensure the supply of the laboratory with the chemical reagents within required quality and quantity standards;
  •  Work with WASH Assistant (s) on the construction of required facilities;
  •  Ensure reporting and monitoring of activities according to work plans and activities indicators;
  •  Coordinate activities with colleagues in other sectors to ensure coherent approach to beneficiaries;
  •  Together with the WASH Assistant (s) be informed by community groups about WASH needs and conditions and influence community action plan development to promote sustainable WASH services;
  •  Ensure reporting and monitoring of activities according to the work plan and activities indicators;
  •  Participate in team meetings and other meetings as appropriate;
  •  Any other activities as per the request of the team leaders;
  •  Work closely with partners and local actors toward a more sustainable system.
  • Management: 
  •  Manage the work of the laboratory staff, taking responsibility for monitoring the quality evolution of the aquifer and resolving issues, and ensuring that the required paperwork is completed;
  •  Liaise with logistics and finance to ensure proper planning for equipment and materials required for chemical analysis of the project.


Profil :

  • Education:
  • ;A relevant qualification in the water quality analysis, Master or engineer diploma is required and substantial practical experience could be considered in place;
  • ;Fluency in French, Arabic and English, speaking and writing;
  • ;Spanish would be an added advantage
  • ;Experience in the humanization and NGOs.
  • Experience:
  • ;Technical competencies in water quality analysis are desirable or the internships lab of the quality control or other similar technical areas and willingness to learn could be considered.
