We place a high priority on ensuring that only those who share and demonstrate our values are recruited to work for us.Shaping a stronger Oxfam for people living in poverty.Job PurposeThe Logistic, Security & IT Officer is responsible for the day-to-day management and improvement of logistics, procurement, security and basic IT support processes for Oxfam’s operations in Rabouni and linked field activities. The role ensures that procurement and supply delivery are efficient, compliant and well-planned; that fleet, stocks and operational services are supervised; and that security systems, routines and focal points are in place and functioning. The post also works closely with the Admin Officer so that procurement files and supplier contracts are administratively complete without duplicating ownership of the tender process.Logistics, Procurement and Operational SupportLead and coordinate logistics operations of the mission, including procurement planning and follow-up, fleet management, stock oversight, IT support coordination, facility maintenance and general operational support.Act as process owner for procurement and tendering processes, ensuring compliance with Oxfam procedures and donor requirements throughout the sourcing, evaluation, recommendation and delivery cycle.Lead the technical and operational aspects of supplier selection, tender evaluation, bid analysis and procurement recommendations, in coordination with relevant budget holders and requestors.Ensure that all procurement processes are properly planned, tracked and documented, and that handover to the administrative/contractual processing function is made in a timely and complete manner.Supervise the operational implementation of logistics procedures, including fleet routines, stock controls, maintenance planning and service support systems. Security Management·       Co-lead, together with the Admin Officer, the periodic review of security risks and mitigation measures for the mission.·       Provide technical and operational input to the security risk assessment exercise, including analysis of threat scenarios, vulnerability factors, exposure and operational constraints.·       Review the operational feasibility of proposed mitigation measures and contribute to the formulation of practical recommendations for Country Director validation.·       Take responsibility for the operational implementation, monitoring and enforcement of approved security measures, procedures and routines.·       Ensure that validated safety and security measures are translated into day-to-day practice across offices, guesthouses, movements and field operations.·       Support incident follow-up, security briefings and corrective actions, in coordination with the Admin Officer for procedural and documentation aspects.·       Advise the Country Director on technical and operational security implications affecting staff, assets and programme implementation. Fleet, Stocks and Support Services·       Supervise staff responsible for daily fleet operations, vehicle documentation, maintenance follow-up, fuel control and logbooks.·       Ensure storage facilities, stock movement records and regular physical inventories are properly managed and reviewed.·       Oversee support service routines linked to facilities, utilities, supplies and general logistics operations at base level.·       Put in place practical routines, checklists and supervision mechanisms so assistants and drivers execute defined responsibilities consistently. Information Technology·       Act as focal point for basic IT support and liaison with the wider Oxfam IT function.·       Ensure installation, configuration and maintenance follow-up of core IT equipment and software for staff use.·       Coordinate troubleshooting, external repair follow-up and return of equipment when needed.·       Support data protection and IT security measures, including antivirus updates, user-account administration and minimum good practice.·       Help staff adapt to newly deployed systems and tools through practical support and orientation. Coordination and Role Boundaries·       Work closely with the Admin Officer, HR & Admin Coordinator, Finance and Programme teams to ensure smooth operational workflows and compliance.·       Maintain clear separation between technical ownership of procurement and administrative support to procurement files and contracts.·       The Logistics Officer is accountable for procurement planning, tender execution, evaluation, supplier recommendation, commercial negotiation and delivery follow-up.·       The Admin Officer is accountable for administrative completeness, routing, filing, registration and contract document management once procurement decisions move through validation and signature steps.·       Promote a collaborative working relationship that avoids duplication, bottlenecks and competition between support functions.Job RequirementsEssential·       University degree or equivalent experience in logistics, procurement, supply chain, security management or related fields.·       At least 3 to 5 years of experience in logistics, procurement, warehousing, security or operations support.·       Strong understanding of procurement cycles, tender processes, logistics compliance and operational planning.·       Excellent written and verbal communication skills in French, Arabic and English. Spanish is an asset.·       Experience in security management or security coordination in humanitarian or complex operational settings.·       Ability to plan, prioritize and organize work with strong attention to detail and accountability.·       Proven ability to assess operational and security risks and translate them into practical mitigation measures.·       Ability to work effectively in a multicultural and multidisciplinary environment.Desirable·       Previous experience within an international NGO or humanitarian organization.·       Knowledge of Oxfam programs in the Sahrawi context.·       Experience in managing framework agreements, donor-compliant procurement files and field delivery chains.·       Experience supervising support staff and building operational routines.Key Attributes·       Calm, structured and solution-oriented under pressure.·       Able to combine operational pragmatism with compliance discipline.·       Comfortable supervising multiple support functions while maintaining clarity of priorities and role boundaries.·       Collaborative and able to build trust with programme, finance, administration and external stakeholders.·       Committed to safeguarding, gender equality, diversity and inclusion in all aspects of work.Organisational Values·       Accountability - Our purpose-driven, results-focused approach means we take responsibility for our actions and hold ourselves accountable.
