We place a high priority on ensuring that only those who share and demonstrate our values are recruited to work for us.Shaping a stronger Oxfam for people living in poverty.Job PurposeThe Communications & Advocacy Officer supports the development and delivery of Oxfam in Algeria's communications and advocacy work, with a strong focus on the Sahrawi refugee context.The role is responsible for translating programme evidence, field realities and approved institutional positions into clear, compelling and risk-aware communications and advocacy products for local, national and international audiences. The post-holder contributes to increasing visibility, engagement and support for the Sahrawi crisis within Oxfam and externally through targeted campaigns, media engagement, digital communications, relationship-building and public-facing narrative products.The Communications & Advocacy Officer supports the integration of broader Oxfam global advocacy campaigns with national and mission-specific communications and advocacy priorities linked to humanitarian needs and rights, including water, food security, youth leadership, dignity, humanitarian access and the right to self-determination, in line with approved messaging and organizational policy.This is an Officer-level role with a good degree of operational autonomy. The post-holder reports directly to the Country Director, works closely with programme and MEAL colleagues for content development and evidence gathering, and collaborates technically with the Regional Communications Adviser and Regional Advocacy Adviser to ensure coherence, quality and alignment with wider Oxfam priorities.Key ResponsibilitiesCampaign development and delivery·       Develop and coordinate regular communications and advocacy campaigns related to the Sahrawi refugee situation and Oxfam Algeria's priorities.·       Support the adaptation and integration of relevant global, regional and national Oxfam campaigns into the Algeria mission context.·       Prepare campaign packages including concept notes, key messages, editorial calendars, social media content, draft visuals or asset briefs, simple calls to action and light engagement monitoring.·       Support campaigns on themes such as access to water, food security, humanitarian needs, youth engagement, resilience, dignity and rights.·       Ensure all campaign outputs are evidence-based, operationally grounded and aligned with approved Oxfam messaging.Communications content and storytelling·       Draft, edit and package a range of communication and advocacy products, including articles, human-interest stories, talking points, briefing notes, social media content, media lines, internal updates, short advocacy notes and donor-facing narrative materials.·       Produce content for local and international audiences, adapting tone and format depending on the target.·       Work closely with programming and MEAL colleagues to gather data, stories, programme updates, testimonies and visuals that can support quality communications outputs.·       Support the collection, organization and proper use of photos, quotes, case studies and verified field information, in compliance with Oxfam safeguarding and consent standards.Internal engagement across Oxfam·       Support the Country Director in increasing internal visibility and interest across Oxfam on the Sahrawi context.·       Prepare regular internal communication packs, reusable social media texts, key facts, short updates and ready-to-share materials for affiliates, regional teams and other Oxfam colleagues.·       Contribute to internal mobilization moments such as webinars, campaign launches, online briefings and institutional engagement opportunities that help maintain attention to the Sahrawi humanitarian and political context.·       Help position the Algeria mission more strongly within Oxfam internal spaces through relevant and timely communication products.Media engagement and external relations·       Draft media lines, pitch emails, press notes, op-ed drafts, articles and media support materials under the supervision of the Country Director and in line with Oxfam approval protocols.·       Support engagement with journalists, embassies and other relevant external stakeholders, as delegated by the Country Director.·       Identify opportunities to raise awareness of the Sahrawi crisis and Oxfam's work through local and international media and public communications channels.·       Support preparation of communications materials for donor visits, embassy meetings, public events and external advocacy moments.Social media and digital engagement·       Support planning, drafting, scheduling and follow-up of social media content for relevant Oxfam channels, with particular focus on LinkedIn.·       Develop content that increases visibility, credibility and engagement among institutional, humanitarian and policy audiences.·       Monitor basic performance indicators and recommend adjustments to improve reach, engagement and audience relevance.·       Ensure that digital content is coherent, timely, factually sound and aligned with Oxfam branding and approved narrative lines.Advocacy support and public presentation·       Support the Country Director and relevant colleagues in preparing advocacy messages, stakeholder briefings, key factsheets, one-pagers and preparatory materials for meetings, campaigns and influencing opportunities.·       Contribute to stakeholder mapping and communication planning linked to mission advocacy priorities.·       Support the organization, facilitation and animation of public-facing events, exhibitions, briefings, campaign launches and institutional engagement moments.·       Present Oxfam data, key findings, reports and communication materials to relevant audiences, including embassies, journalists, partners and internal Oxfam stakeholders, as delegated by the Country Director.·       Help connect programmed evidence and humanitarian data to broader advocacy messages in a way that is politically aware, realistic and aligned with Oxfam's institutional positions.Coordination and compliance·       Collaborate closely with programming and MEAL teams to ensure communication and advocacy outputs are grounded in verified information and operational realities.·       Coordinate technically with the Regional Communications Adviser and Regional Advocacy Adviser to maintain coherence with wider Oxfam approaches and standards.·       Apply Oxfam standards related to safeguarding, informed consent, dignity in imagery, confidentiality, inclusion and risk management.·       Flag reputational, political or operational sensitivities in draft outputs and ensure the necessary approvals are obtained before dissemination.·       Respect role boundaries: the Officer supports content development, campaign delivery and external communication, but does not independently define Oxfam's institutional political line.Job RequirementsEssential·       Bachelor's degree in communications, journalism, international relations, political science, development studies, social sciences or another relevant field.·       At least 3 years of relevant professional experience in communications, advocacy, campaigning, media, digital engagement or public affairs.·       Strong writing and editing skills in English, with the ability to produce clear, compelling and audience-appropriate content.·       Experience supporting media engagement, public communications and/or institutional communications.·       Good experience in social media content development and digital engagement, especially LinkedIn.·       Ability to translate complex humanitarian and political-context information into accessible and accurate communication products.·       Strong written and oral communication skills, including the ability to draft high-quality content and to present data, reports, findings and advocacy messages clearly and confidently to different audiences.·       Demonstrated ability to facilitate or contribute to public-facing events, briefings, exhibitions, campaign moments and institutional engagement opportunities.·       Ability to communicate professionally with journalists, embassies, partners and internal Oxfam stakeholders under the supervision of the Country Director and in coordination with relevant regional advisers.·       Ability to manage multiple outputs, work with autonomy, and meet deadlines in a dynamic environment.·       Strong judgement and ability to operate in a politically sensitive and operationally complex context.·       Ability to work effectively with multidisciplinary teams, including program and MEAL colleagues, and to collaborate across regional and confederation structures.·       Commitment to safeguarding, gender justice, equity, diversity and inclusion, in line with Oxfam standards.·       Willingness and ability to travel regularly to field locations when required.Language Requirements·       Fluency in English and French is essential; fluency in Arabic or Spanish is highly desirable.Desirable·       Previous experience with an international NGO, media outlet, advocacy organization or humanitarian actor.·       Experience producing campaign materials, press products, LinkedIn content, advocacy packs or donor-facing communication products.·       Knowledge of the Sahrawi refugee context, Algeria, North Africa or the wider MENA region.·       Experience engaging with institutional audiences, embassies, journalists or external representation processes.·
