The role combines HR administration, office and guesthouse administration, supplier and contract administration, procurement documentation and compliance follow-up, and selected Security Focal Point responsibilities. The post supports business continuity, strengthens traceability and internal control, and helps maintain clear separation between administration, HR management, logistics operations and technical security leadership.1. Administration and Office Operations·       Manage the day-to-day administrative running of the Algiers office and ensure smooth support to staff based in or visiting Algiers.·       Ensure office and guesthouse facilities are functional, adequately equipped, clean and maintained, following up with service providers as required.·       Oversee office supplies, routine service contracts and administrative service providers for the office and guesthouse.·       Coordinate meeting and event logistics, accommodation arrangements, visitor reception and other administrative support required by the mission.·       Prepare letters, memos and other routine administrative correspondence as required.2. HR Administration and Personnel Records·       Manage the administrative follow-up of staff contracts, amendments, renewals and end-of-contract documentation in coordination with the HR & Admin Coordinator.·       Maintain complete, accurate and confidential personnel files in physical and electronic form.·       Follow up timesheets, leave records, contract expiry dates and other routine HR administration trackers, ensuring deadlines are respected and records are auditable.·       Support payroll preparation and HR administrative processes by ensuring documentation is complete, consistent and filed.·       Support onboarding and offboarding administration for staff, consultants and visitors as requested.·       Act as backup on priority HR administration tasks during absence of the HR & Admin Coordinator, as delegated.3. Procurement Administration, Supplier Contracts and Compliance·       Support the administrative and documentary management of procurements initiated from Algiers, ensuring complete files and respect for internal procedures.·       Prepare, route, track and file supplier contracts, purchase documentation, checklists, approvals and supporting records in coordination with the logistics function.·       Maintain registers linked to supplier contracts, procurement files, service agreements and key administrative deadlines.·       Ensure procurement and administrative files are complete, properly archived and readily available for internal review, audit and donor compliance checks.·       Follow up invoices and supporting documentation linked to administrative and service contracts, and support payment-readiness checks.·       For tender-based procurements, provide administrative and contract-processing support after the procurement lead and approvers have validated the selection and award recommendation. The role does not lead tender evaluation, supplier selection or commercial negotiation.4. Documentation, Filing and Internal Control·       Maintain structured physical and electronic filing systems for administrative, HR and selected procurement records.·       Ensure document control, confidentiality and version management for sensitive files.·       Maintain administrative checklists, trackers and standard templates, and support the implementation of improved filing and traceability practices.·       Contribute to the four-eyes control approach by ensuring administrative completeness before files move to the next validation step.·       Support preparation of administrative data and records required for audits, donor reviews and internal compliance exercises.5. Security Focal Point Responsibilities·       Act as the procedural and administrative Security Focal Point for the mission, with particular responsibility for the Algiers office and guesthouse, under the overall supervision of the Country Director and in close coordination with the Logistic, Procurement & Security Officer.·       Support the preparation, documentation and periodic update of security risk assessments, jointly with the Logistic, Procurement & Security Officer.·       Consolidate relevant security information and maintain core security administrative tools and records, including contact lists, movement and visitor records, incident logs, briefing logs, emergency contact information and other supporting security documentation.·       Contribute to the identification and documentation of mitigation measures with the technical support of the Logistic, Procurement & Security Officer, for Country Director validation.·       Prepare and organize the procedural aspects of security reviews, briefings, inductions and follow-up actions, ensuring that documentation is complete, updated and accessible to the relevant managers.·       Support security briefings and practical orientation for staff and visitors arriving in Algiers, ensuring that minimum required safety information and key contacts are shared.·       Follow up administratively on agreed security actions and minimum office and guesthouse safety measures, including routine checks on required information, basic equipment and essential service arrangements, and report gaps or pending issues through the established management lines.·       Promptly escalate incidents, concerns or compliance gaps to the Logistic, Procurement & Security Officer and the Country Director, as relevant.·       This role does not hold final authority over security decision-making, risk acceptance or operational enforcement of security measures.6. Coordination and Role Boundaries·       Serve as a day-to-day administrative interface between the Algiers office, Rabouni teams, support functions and external service providers on matters within the role’s remit.·       Work in close coordination with the HR & Admin Coordinator and Logistic, Security & IT Officer to maintain clear division of responsibilities and effective workflow management.·       The Admin Officer plays a central administration and compliance support role but is not the budget holder, not the overall HR lead, and not the technical lead for logistics or security.·       Procurement technical supervision, tender management, supplier selection, bid evaluation and award recommendation remain under the logistics function.·       Staff development, performance management and broader HR strategy remain under the HR & Admin Coordinator.Job RequirementsEssential·       Bachelor’s degree in business administration, management, human resources, logistics administration or a related field.·       At least 3 years of relevant experience in administration, HR administration, office management, procurement administration or compliance support.·       Demonstrated experience in managing confidential files, contracts, trackers and administrative records with strong attention to detail.·       Good working knowledge of office administration, HR administration and administrative procurement processes.·       Ability to organize work, meet deadlines, manage multiple files at the same time and maintain reliable follow-up.·       Strong written and oral communication skills in English, French and Arabic. Spanish is an asset.·       Good command of Microsoft Office applications, especially Word, Excel, Outlook and shared filing systems.·       Ability to work effectively in a multicultural, multilingual and multidisciplinary environment and to coordinate across functions.·       Commitment to confidentiality, integrity, safeguarding, gender justice, equity, diversity, inclusion, staff health and wellbeing principles.Desirable·       Previous experience with an international NGO or humanitarian organization.·       Experience with donor compliance, audit readiness or regulated filing environments.·       Exposure to security administration routines, office safety protocols or focal point responsibilities.·       Knowledge of Oxfam systems, policies and the Sahrawi operational context is an advantage.·       Willingness and capacity to grow progressively into broader officer-level responsibilities through coaching and on-the-job learning.Key Attributes·       Structured, reliable and detail-oriented, with the discipline to maintain orderly records and follow-up systems.·       Able to handle sensitive information with discretion and sound judgment.·       Collaborative and service-oriented, while able to uphold procedures and push for administrative discipline when required.·       Comfortable working across administration, HR support, supplier follow-up and basic security routines without losing clarity of role boundaries.·       Open to learning and professional growth within Oxfam frameworks and standards.Organizational Values·       Accountability - Our purpose-driven, results-focused approach means we take responsibility for our actions and hold ourselves accountable.
