Public Health Promorion (PHP) ASSISTANT Location: Tindouf, Sahrawi Refugee Camps Contract type: Fixed term. This role reports to:  Water Sanitation and Hygiene (WaSH) Officers Key relationships interaction: Other NGOs, local authorities, communities, service providers and contractors Staff reporting to this post:  Community Health Volunteers (CHVs), Daily workers and contract staff (if any) Closing date:  August 24, 2025Shaping a stronger Oxfam for people living in poverty.Team PurposeJob PurposeTo implement activities at the field level that meet water, sanitation and hygiene needs for affected populationsJob ResponsibilitiesTechnicalAssist in the development and implementation of PHP activities focused on hygiene awareness and the promotion of public health related to WASH within the catchment areasBe responsible for identifying enumerators and community health volunteers (e.g. WASH committees and hygiene promoters), supervising, supporting and training them in a defined geographical area, as defined by the WaSH OfficerMonitor the work of enumerators/promoters and volunteers on a daily basis and report on activities to the WaSH Officer.Work with PHE counterparts on the implementation of sanitation and water supply activities, including latrine design, siting, and construction; water point (tap stand) location; and the operation and maintenance of facilities.  Conducting regular consultation with children, men and women including students and vulnerable groups such as elderly and people living with disabilities (PWD) and provide feedback of consultations to the WaSH Officer.Through assessments, surveys and focus group discussions collect and report community level programme information for submission to Wash officer.Conduct community level trainings to build partner, stakeholders and community capacity in emergency contexts and for activities sustainable system.Actively listen to communities and support them to design solutions to WASH and other public health issues and give recommendations to the WaSH officer.Coordinate with local actors (i.e. INGO, MOH, MOE, MIAMA etc.), community leaders and other NGOs to ensure effective delivery of WASH programme activities within the catchment areasIn collaboration with the WaSH officer discuss and orientate community action plans in order to design a sustainable WASH programme in the catchment areaEnsure regular feedback and understanding of context – especially related to hygiene practices / community belief and perceptionsEnsure reporting and monitoring of activities according work plan and activities indicators.Coordinate activities with colleagues in other sectors (PHE, EFSVL, Protection and Gender) to ensure coherent approach to beneficiaries.Participate in team meetings and other meetings as appropriateAny other activities as per the request of the WaSH OfficerParticipated in PHAST approach activities and assessment for longer term action.Monitor promotion part of WASH committees as well as local institutions and health centres working as part of the long-term program.Support on the design of long-term programming as per country WASH strategy.ManagementManage the work of assigned promoters / CHVs, taking responsibility for monitoring quality of work, resolving issues (with support of the officer where required) and required paperwork for paymentLiaise with MEAL, logistics and finance to ensure proper planning for equipment and materials required for public health promotion work (i.e. preparing store releases and volunteer payment sheets).OtherEager and required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights. Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.Education:Competencies in communication and understanding of community dynamics are more essential than a formal qualification, however qualifications in public health, community health, social sciences or anthropology are highly desirableFluency in Arabic and Spanish, speaking and writingEnglish and/or French would be an added advantage.Experience:Experience in working with communities and knowledge of public health issues and/or WASHBe proactive, have strong communication and problem-solving skills  Experience of working with NGOs is also highly desirableExperience in health promotion campaignsKey Attributes:Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.Organisational Values:Accountability – Our purpose-driven, results-focused approach means we take responsibility for our actions and hold ourselves accountable.
