Nature of the consultancy:
Developpement and implementation of an information and awareness raising campaign.
Project Context and Scope:
The International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society.
IOM provides technical support to governments in the development and implementation of programs to promote safe and regular migration, prevent and combat trafficking in persons, protect vulnerable populations and improve migrants’ access to appropriate and nondiscriminatory assistance and protection. 
Strategically located between the Sahel and the Mediterranean, Algeria has seen in recent years a surge in the entry of irregular migrants, particularly through the 951 km-long border with Niger and the 1,359 km-long border with Mali. According to official statistics from the Government of Algeria, about 500 migrants enter the country irregularly every day undertaking long journeys during which they are exposed to risks and that make them vulnerable to protection risks.  
In the attempt to reach another country irregularly, some of the migrants resort to the services of criminal smuggling networks. In other cases, as indicated by different national and international reports1, as well as IOM experience on the ground, individuals are since the beginning brought to Algeria through deception or other coercive means for the purpose of exploitation in the fields of construction, domestic work, begging among other types of exploitation.
The lack of accurate and timely information about existing regular migration pathways and the risks linked to irregular migration, including smuggling and trafficking, and covid19 context leaves migrants unaware of the numerous threats they may face during the migration journey and without proper means to respond.  In response to this situation, IOM is planning to develop and implement a comprehensive information and awareness raising
Campaign to: 
raise awareness among (potential) migrants (mainly foreigners) on the risks of irregular migration, including migrant smuggling and trafficking in persons, 
promote safe and regular migration, 
promote awareness on COVID-19 prevention measures and risk mitigation, 
raise awareness about assisted voluntary return and reintegration,
foster social cohesion among migrants and host communities, 
enhance officials and partners understanding of IOM migrant protection and assistance frameworks, 
raise awareness on relevant health-related topics and share information on how to access to public health care in Algeria.
The campaign should be designed following the communication 4 development (C4D) and Theory of change (ToC) approaches, be gender, age and culturally sensitive and comply with IOM and Donor regulations. 
To achieve this objective IOM is looking for the expertise of a consultant/ communication service provider who will be recruited in the framework of several  projects and activities: (1) Informing on risks of irregular migration and promoting safe migration through the strengthening of community engagement in transit countries along central and western Mediterranean routes- Aware Migrants funded by the Italian Ministry of Interior (2) Strengthened Capacities for Improved Coordination, Identification, Protection, and Prosecution on Trafficking in Persons (TIP) in Algeria”,  (3) the Regional Fast-track Emergency Action in Response to COVID-19 funded by EU and (4) Assisted Voluntary Return and Reintegration (AVRR).  The selected consultant/ service provider will be responsible to develop and implement the campaign. Selection criteria stated in this ToR hereinafter.
Unit to which the Consultant is contributing :
All units as it’s a joint consultancy for IOM Algeria (M&SD, AVRR, CT and  Health)
Tangible and measurable outputs of the work assignment:
Needs assessment and goals settings:
based on the objective and target of different projects, conduct a need assessment for the campaign through desk research, case studies, focus groups, key informant interviews, exploratory surveys, etc.
Strategy & work plan
to develop the campaign following the C4D and ToC approaches and comply with IOM and Donor regulations and will include:
 Conceptualize and develop
layout, format, content of material and activities
in French, English and Arabic
as agreed with IOM.
Specific activities for each thematic (irregular migration, counter trafficking, health… )
will be in line with IOM’s regional strategic included one on COVID 19 preparedness and response plan 
Identification of implementation partners with the production of material 
Facilitate identification of sponsors and ambassadors.
Organize and conduct
outreach and social cohesion activities, including social media outreach and dissemination. 
Develop
an inventory of media and public relations professionals / agencies
that can support the implementation of the campaign and monitor media coverage along the implementation
Coordinate/ supervise
the community mobilizers team (14) and ensure the correct implementation of the activities
In close coordination with IOM Algeria, IOM Italy and RO, define methodologies to measure the progressive impact of the campaign and design monitoring & evaluation tools to monitor activities implementation and campaign accomplishments, based on M&E approach of Aware migrants project and other projects.
Support liaison with the relevant Algerian Ministries (e.g., Communication and Culture) and partners. 
Undertake ad-hoc travels within the country to support field phases in the design, implementation and evaluation of the campaign as needed.
Ensure timely reporting
as agreed with the program team, including interim and final reports. ✓ Monitoring and evaluation 
 The methodology used will be agreed with and validated by IOM Algeria, IOM Italy and RO.
Performance indicators for the evaluation of results:
✓   Evidence based needs assessment and analysis.
✓   Campaign strategy and workplan.
✓   Visibility & Communication materials adapted to the targets identified for the implementation of the campaign (content to be defined following needs assessment) and donor requirements.
✓   Monitoring & Evaluation plan & tools.
✓   Activity reports (outreach sessions, trainings etc) ✓ Interim and final report.  *All material should be submitted in French, English and Arabic as agreed with IOM.
1st and 2nd Phase: Development of the campaign 
D1 to D10: Conduct needs assessment (25%)
D15: Submit first draft of the strategy and work plan to IOM.
D20: Submit final campaign strategy and work plan (including M&E tools and info/awareness raising material) 
D21-50: submit material products and partners for implementation/ outreach (10%)
3rd Phase: roll out of the campaign
D51 to D90 - days to be defined within a period of 5 months. (25%)
4th Phase Evaluation and Reporting:
D70: Submit progress interim report and mid-term evaluation 
D95: Submit the evaluation of the campaign and first draft of the consultancy final report 
D100: Submit endorsed final report and all material in electronic format in the languages agreed with IOM (40%)
Education, Experience and/or skills required:
Education :
The professional to be engaged in this assignment should have at least a master’s degree in the field of communication, public relations, journalism, migration studies, political science or marketing and/or related field with three years of relevant professional work experience; or
Completed Advanced degree from an accredited academic institution, with five years of relevant professional experience.
Experience :
Good knowledge on migration (including smuggling, trafficking, migration and development)
Capability and proven experience in developing and implementing information and awareness raising campaigns.
Good knowledge of the communication 4 development framework
Capability and proven experience crafting messages in various formats (press releases, websites, success stories, blog entries, social media content, etc.) targeting a variety of audiences.
Ability and proven experience in multi-tasking, in taking initiative and working effectively under pressure.
Knowledge of social media platforms.
Familiarity with branding compliance.
Excellent written, oral and interpersonal skills in French, English and Arabic.
Excellent communication skills, efficiency and flexibility.
Excellent writing, drafting and editing skill and creative thinking.
Ability to work under pressure. Attention to detail and quality and capacity to meet deadlines.
 Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
 Experience producing visibility materials, publications, reports and other documents.
