ContextThe Sahrawi refugee camps located in Tindouf (South-West of Algeria) have developed over the past 45 years into semi-permanent settlements with a full array of public services. The refugees are distributed in five camps, with their distances given from Tindouf city: Awserd (35 km away from Tindouf), Boujdour (25 km), Laayoune (10 km), Smara (40 km), and Dakhla (180 km). The camp administrative structure is organized, up to neighbourhood level. There is peace and social stability in the camps, and Sahrawi refugees live in peaceful coexistence with local communities in Tindouf. Tindouf region does not enjoy surface water resources, and the only source available has been from the underground aquifer in the form of boreholes. Before its distribution to the refugees, water is currently treated by two reverse osmosis plants (one is located in zone 1 ’Layoune and Ausserd camps’’ and the second in zone 2 ’Smara and Boujdour camps’’. Considering only the high conductivity of water produced in both zones, the two reverse osmosis plants were installed in 2002 and 2010, without much consideration of their operation cost over time.Water is distributed to refugees with two mechanisms: a fleet of water trucks and a water distribution network. Currently, SIA in collaboration with other humanitarian work to extend the water distribution network in the five Sahrawi camps, and the focus of the work proposed in this position will include field verification and monitoring of the water distribution extension work being started following recommendations from a technical study developed in 2020.Who we are and what we do? Solidaridad Internacional Andalucía (SI-A) is a Spanish NGO that supports the Saharawi Refugee population in Tindouf camps since 2002. SIA, contribution is through the delivery of Humanitarian assistance projects in order to guarantee daily supply of potable water to all Sahrawi refugees living in the five camps in Tindouf, Algeria.Over these years, SI-A is working in close collaboration with various WASH actors present in area including UNHCR, ECHO, AICIED, WASH INGOs, and the Ministry of Water and Environment of the RASD present in the camps. Following step forwards and recommendations from the 2019 WASH strategy and Multiyear plan to improve the water supply system in the Sahrawi camps. A technical study has been developed in 2020 to extend the water distribution in the five camps, and the 2021 SIA’s WASH project includes the installation of a water distribution network in one camp. Job Purpose :The Electro technical Engineer will be conducting field activities and at least 50% of his /her time will be dedicated for managing the WASH Assistant (s) work in the camps, digitalizing of monitoring tools and reporting. The main objective of this position is to ensure that the installation of the water distribution network is implanted following recommendations/instructions from the hydraulic technical study developed in 2020, any change should be analyzed and documented, in a manner that would guarantee timely decision making and ensure minimum quality required as well as prepare all required information to be shared externally for donors, and stakeholders and internally for proposals and reports.;

Mission :
Duties:
  •   Diagnosis and analysis of the existing water system field visit & office work :
- Review, analyse and confirm type, capacity, quality, brand and technical specifications, of all existing water facilities in the 5 camps.- Review existing documents and manuals on operation and maintenance of each water facility and supply system in each zone.
  •   Carry out monitoring visits to hydraulic structures, in particular electrical engineering installations in the camps.
  •   On the basis of the results of operating activities of the installations, develop, in collaboration with the technical staff of SIA, a technical sheet for the existing water installations by type (boreholes, osmosis stations, reservoirs, water points, chlorination, etc.) highlighting all the technical and physical specifications.
  •   Based on the results of maintenance activities, develop, in collaboration with the technical staff of SIA, a schedule / periodic maintenance plan for existing water installations by type as above.
  •   This is to ensure correct and efficient operation of each installation separately and of the system as a whole. Identification, schedule and various materials and spare parts necessary to carry out regular maintenance for each type of installation.
  •   Based on the results of operation and maintenance activities, provide, in collaboration with SIA, technical recommendations for the improvement, rehabilitation and protection of existing water installations with the supply of Bill of Quotes (BoQ) and a financial estimate of all necessary works (by type of installation) to cover the maintenance need for a period of one year.
  •   Develop, in collaboration with SIA, models to facilitate the collection and recording of data provided by each water installation. A model for each type of installation.
  •   Provide a report template to compile and summarize information on water production, treatment, storage and distribution.
  •   Provide training on data collection for personnel involved at each stage of the procurement system.
  •   Develop the excel sheets (.XLS) and codify the spare parts for the collection, recording and sharing of the data collected during the periodic maintenance and exploitation of the installations, (schedule / plan) including an option for alarms and reminders.
  •   Provide the necessary training to the technical staff to use the developed excel sheets, involved in data management, collection and analysis.
  •   Prepare weekly reports on the achievements.
  •   Work closely with SIA Engineers to analyse and propose alternatives.
  •   Collect all derived monitoring and supervision data to prepare required information, situation analysis reports.
  •   Prepare the data and information requested by internal and external actors.
  •   Provide data for the situation report on WASH activities progress update.
  •   Record lessons learnt and actions taken accordingly.
  •   With the support of the operations manager, define the activity plan and align it according to funding from donors.
Technical:
  •  Take part in the assessments activities and identifying the key WASH priorities,
  •  Ensure the water supply is within required quality and quantity standards, assist the water monitors and take remedial action where required,
  •  Work with the technical WASH staff(s) on the construction of required facilities (the water osmosis plant, boreholes, others).
  •  Ensure the reporting and monitoring of activities according to the work plans and the set activities indicators.
  •  Coordinate activities with colleagues in other sectors to ensure a coherent approach for the benefit of beneficiaries.
  •  Jointly with the technical WASH staff be informed by the technical groups about facilities and installations needs and conditions to promote the sustainability of the WASH facilities.
  •  Ensure reporting and monitoring of the technical activities, according to the work plan and activities indicators set by the organisation.
  •  As technical staff, work in close collaboration with partners and participate in the meetings with the stakeholders (donors, NGO , institutions, .) and represent the interest of the organisation.
  •  Any other activities as per the request of the team leaders,
Management:
  • Manage the work of the Electro technical engineer, taking responsibility for monitoring the quality of work and resolving issues, and ensuring that the required reports and notes are completed.
  • Liaise with the logistics and finance department to ensure a proper planning for equipment and materials required for implementation of the project.


Profil :
Education:
  • ;A relevant qualification in electrical, electro technical, hydro mechanic engineering is required and substantial practical experience could be considered in place (Engineer, master or bachelor’s degree).
  • ;Fluency in Arabic and English, speaking and writing.
  • ;French and/or Spanish would be an added advantage.
Experience:
  • ;Technical competencies in the technical field requested are desirable but experience in other similar technical areas and willingness to learn could be considered.
